In the summer of 2010, Fornovo Administration decided to courageously face some historical problems of the city, which appeared increasingly urgent: the planned upgrading of the railway line running through Fornovo, automobile congestion linked to the nearby motorway Cisa and the future the area's largest refinery of ENI, recently decommissioned.
The urgency was due to some sudden acceleration. Firstly the reopening of the debate by RFI about the future role of the railway junction of Fornovo in relation to the project to upgrade the line Parma-La Spezia passing through the town of Fornovo (upgrading today in progress, even if slowed by the financial crisis). Previous Administration had expressed its willingness to remove the railway from Fornovo diverting the path (work briefly defined shunt). But doubts and difficulties than hypothesis shunt (in terms of cost-benefit, and in relation to the functionality of national connections) had reopened the debate. RFI had put forward a new proposal to upgrade the line without change of track, confirming that the passage through the country, partly in tunnel, with all the equipment of environmental impacts to be evaluated carefully, and widespread fears for the construction phase.
Secondly, it was proceeding to the study of variations road to avoid the village of Fornovo continue to be constantly invaded by the traffic flow in and out from the Cisa, across the Ponte Solferino; the assumptions that were circulating in preliminary form showed very heavy impacts on the river landscape of Fornovo and throughout the town.
Thirdly, the ENI area. As the reclamation of the site of the former refinery by Eni started, "enhancement" projects of the same area came out, densely populated with offices, industrial parks and small public spaces obtained here and there.
The strategy that has marked the design of the Strategic Plan of Fornovo can be summarized in three points:
- affirm the interdependence of problems - railroad crossing, by-pass road and rearrangement of the ENI area – and therefore the interdependence of solutions, which can not be separated, sectoral, independent of each other, but they must be addressed together, by integrating technical and disciplinary proposals, the dialogue between the different institutions, the consolidation of needs and social expectations (which is Fornovo were gradually pitting and radicalized);
- affirm that the three main issues (rail, road, Eni area), taking into account the territorial area: over the whole town of Fornovo and the weight executed by the urban railway-cut on city life, constitute a unique opportunity to rethink Fornovo, addressing past problems (public spaces, sports equipment and inadequate school facilities located so dysfunctional , needs the enlargement of the industrial, etc.), but above all imagining an overall improvement of the entire urban center (which is not considered a center "solved", from the point of view of quality);
- assert that all this should not be made again at the expense of the river and the landscape of Fornovo (which is inseparable from the river), and the improvement of environmental performance is a cross-cutting objective to be pursued both through the provision of new green spaces, that is the design of spaces built with high energy sustainability.
